

In 2006 in Emilia Romagna’s region, refugees, foreigners who claims for asylum and with human protection have been 1940, so 16,6% more than in 2005.
According to the regional research “Emilia Romagna, Terra d’asilo” in 2006, foreigners who have asked for hospitality in this region are about 1455, whereas persons who have been helped by Sprar (National System of protection for refugees) have been 359. However these data (about the number of refugees and refugees who have asked for help) couldn’t be superimposed.
"Invisible" persons-In fact most of the people who has asked for help are not included in the 1940 persons registered in the region’s police office.Probably these foreigners arrived in Italy by the sea and obtained a residence permit from the police office of South Italy. Then, they moved to Emilia Romagna to look for a work and a house without changing formally their domicile.
And there are also foreigners who are not registered neither in the police office nor in a point help. They are “invisible” persons who work illegally and live in difficult situation.
Communication- The regional research emphasizes the necessity to apply a new method of communication and meeting for foreigners in need. Most of all are young men from 26 to 30 years old (24% of them), and under age (18%).
The Region has realized many projects with Sprar, which in 2006 has helped 359 persons, but there are also many associations, churches and communities of many countries. In fact, according to the regional research, about a thousand people has asked these associations for help.
However it’s necessary that all the regional institutions will create projects to promote the article 10 of Italian Constitution about the right of asylum.
