

Last week the first draft of the law on immigration has been approved by the Council of Ministers. The bill proposed by both Ministers Amato and Ferrero is a reform of the law Bossi-Fini on the immigration.
According to Amato the reform was necessary because the first law was supporting illegal immigration. On the contrary, the bill Amato-Ferrero has the aim to promote regular immigration and to improve the jobs´ demand and offer.
Novity in the bill-Firstly the novity of the bill concerns a long-term residence for immigrants admitted in Italy: from 1 to 3 years. Then, the bill will favorize the entrance of high qualified foreign workers. An then, it will provide the function of a "sponsor" from institutions and associations to allow immigrants to come to Italy for work.
To assure the expulsion there will be specific procedures of repatriation, voluntary and accompaigned, for immigrants who therefore will gain the benefit for an eventual coming back to Italy. Consequently it would guarantee the end of the Immigrants´ Centres, so replaced by other welcome structures.
In the following time, t he text will be discuss in the Parliament.
Manifestation in Bologna- Meanwhile the new bill, in Bologna, there will be a manifestation of migrants against the law Bossi-Fini. People will protest against the inefficient and expensive procedures of renewal of residence permit. At the contrary the bill Amato-Ferrero is considered as an empty promise. In fact for the most sceptical migrants the new reforms won´t take place.
